Overview

TIPS (The Interlocal Purchasing System) is the purchasing cooperative of Region 8 Education Service Center in Pittsburg, Texas, its lead public agency. TIPS competitively solicits and awards contracts, so member agencies can buy from awarded vendors without running a bid of their own.

Membership is free, with no purchasing obligation or liability, and open to education, government and nonprofit agencies.

Norseman Defense Technologies is an awarded TIPS vendor. Members can request a TIPS quote from Norseman and order with a purchase order, as described below.

How to Order

How a TIPS member buys from Norseman:

  1. Request a TIPS quote from Norseman. The quote names Norseman and the TIPS contract number it falls under.
  2. Send your purchase order one of two ways.
    • Through TIPS, with a compliance letter. Merge your PO and the TIPS quote into one PDF, both showing the TIPS contract number, and email it to tipspo@tips-usa.com. TIPS checks it for contract compliance, forwards it to Norseman, and sends you a compliance letter for your files. To get the letter, do not copy Norseman or a reseller on that email.
    • Directly to Norseman. Norseman is not a TIPS automated vendor, so also email a copy of the PO marked “For Recording Purposes Only” to tipspo@tips-usa.com within 30 days of the issue date. TIPS confirms receipt; no compliance letter is issued.

TIPS typically processes a live PO in 1 to 3 business days and enters a recording only PO within 10 business days. Put every instruction for Norseman on the PO itself: Norseman does not see emails sent to TIPS.

Spending federal funds? TIPS's federal funds information sheet explains how TIPS contracts address 2 CFR 200 (EDGAR, for U.S. Department of Education funds) and what members still do themselves. For example, TIPS does not perform the cost or price analysis that 2 CFR 200 requires for purchases over $250,000; the member does. TIPS shows the EDGAR status of each vendor contract on its website and recommends consulting your legal counsel.
